All facilities with the potential to emit ten (10) tons per year or more of volatile organic compounds or twenty-five (25) tons per year or more of nitrogen oxides and located in an ozone nonattainment area or ozone air quality maintenance area; and
All facilities for which an annual operating report is required by rule or permit.
Notwithstanding the above, no annual operating report shall be required for any facility operating under an air general permit.
