DRAFT Verified and Delist Lists of Impaired Waters for the Group 5 Basins
The department announces the availability of the DRAFT lists of impaired waters for the Group 5 Basins: Everglades, Florida Keys, Indian River Lagoon, Perdido, Spring Coast, and Upper East Coast.
These DRAFT lists were produced with water quality and biological data included in the IWR Database Run 53 and reflect several major milestones to the assessment of Florida’s waterbodies. In particular, the DRAFT lists include the revised dissolved oxygen criterion assessed as percent saturation (replacing the assessment of dissolved oxygen as mg/L), and the implementation of numeric nutrient criteria for streams, lakes, springs, and estuaries. In addition, new data has been received and incorporated into the assessments, station-WBID assignment updates, WBID classification updates, and/or data that have been excluded from assessments based on a preliminary evaluation by department staff.
To provide an opportunity to present these assessment lists and their results, department will be conducting five public meetings across the state. These assessments reflect the department’s current assessments for these waterbodies, but they are subject to change based on input received during the public comment period, which ends October 11th, 2017. During this period, we ask that interested parties submit their comments either electronically or by mail to Kevin O’Donnell at the address below. These lists will then be revised with the next iteration of the IWR Database (Run 54) and an additional public comment period will be held.
Waterbodies and water segments identified on the DRAFT Verified List have been determined to not meet water quality standards will be added to the State’s Verified List of Impaired Waters and the federal 303(d) list. Waterbodies and water segments identified on the DRAFT Delist Lists include those waters that are proposed for removal from the State’s Verified List and federal 303(d) list for several reasons: the waterbody in no longer impaired, a TMDL has been completed, the parameter verified impaired in the previous assessment was due to a flaw in the original analysis, or corrections made to the waterbody type or class.
Following the adoption by the Secretary of the department, waterbodies identified on the DRAFT Verified List will be scheduled for TMDL production. A TMDL represents the maximum amount of pollutant loading that can be discharged to a waterbody and have its designated uses be met. The final step in this process will be the development, by watershed stakeholders and department, of a Basin Management Action Plan (BMAP). The BMAP will specify the activities, schedule, and funding sources that point and nonpoint source dischargers will undertake to restore the waterbody.
