Acquisition and Restoration Council (ARC) Small Management Plans, Minor Plan Amendments and Incompatible Use & Linear Facilities Policy Requests

 
The Division of State Lands has received the following items for review. The division will approve each request on the indicated date unless at least three Acquisition and Restoration Council (ARC) members ask the division place that item on a future council meeting agenda. Please contact the ARC Staff Director with questions.

Management Plans for Properties 160 Acres and Smaller

Gamble Rogers Memorial State Recreation Area at Flagler Beach (Lease No. 2324)
Gamble Rogers Memorial State Recreation Area is located in Flagler County and consists of 133.54 acres.  The park's purpose is to provide exceptional resource-based public outdoor recreation opportunities while conserving and protecting valuable natural and cultural resources.  The Florida Park Service proposes to build several new facilities and refurbish existing ones.  The link below contains the plan and associated maps.

Minor Management Plan Amendments

James Park, City of South Daytona (Lease No. 4077)
The City of South Daytona has submitted a plan amendment for the James Park management plan.  The Board of Trustees approved the James Park management plan on August 30, 2016, and the City is providing amendments to the document's short-term goals.  James Park is a 5.6-acre park located South Daytona and includes ball fields, a playground, tennis court, racquetball courts, and other user-based recreational facilities.  Lease 4077 comprises 0.59 acres of the park.

Seminole State Forest, Florida Forest Service (Lease No. 3936)

The Florida Forest Service (FFS) has submitted a minor amendment to the approved Seminole State Forest management plan. The FFS is requesting approval to build new waterless vaulted restrooms at the Jumper Camp, Bunk Camp, and Oaks Camp recreation areas in the forest. The FFS will locate the proposed restrooms in previously disturbed portions of each recreation area.  A copy of the request (including maps, site photographs, and consulting agency letters) can be found at this link:

Seminole State Forest New Restroom Request

Wakulla State Forest, Florida Forest Service (Lease Nos. 4287 and 2346)
The Florida Forest Service (FFS) has submitted a minor amendment to the approved Wakulla State Forest management plan.  The FFS contacted Leon and Wakulla Counties regarding forest plan compliance with the County local comprehensive plan.  Leon County found the state forest plan consistent with its comprehensive plan while Wakulla County requested added language.  A copy of the amendment (including correspondence, revised plan sections, and memo from each planning department) can be found at this link:

Herlong Park, City of Leesburg (Lease No. 2450)
The City of Leesburg has submitted an amended Herlong Park management plan to comply with Section 253.034(5)(a), F.S.  Chapter 253, F.S., requires each management plan for Board of Trustees-owned conservation lands to include short-term and long-term management goals, as well as measurable objectives to achieve these goals.  A copy of the revised document can be found at this link:

Bert Maxwell Boat Ramp, City of Jacksonville (Lease No. 4000)
The City of Jacksonville has submitted an amended Bert Maxwell Boat Ramp management plan to comply with Section 253.034(5)(a), F.S.  Chapter 253, F.S., requires each management plan for Board of Trustees-owned conservation lands to include short-term and long-term management goals, as well as measurable objectives to achieve these goals.  A copy of the revised management plan can be found at this link:

North Thousand islands, City of Cocoa Beach (Lease No. 3923)
The City of Cocoa Beach has submitted an amended North Thousand Islands management plan.  The approved management plan included a provision for the development of a strategic plan for exotic plant removal and habitat restoration.  The City will include the strategic plan as Exhibit P in the approved management plan.  A copy of the strategic plan can be found at this link:
