Free Product Recovery Initiative (FPRI)

This provision was added by the 1999 Legislature [subsection 376.3071(5)(c), F.S.] to encourage the removal of free product at petroleum cleanup sites. This provision authorized DEP to oversee free product removal at eligible sites in advance of the order established by the priority ranking system for site cleanup activities.

To be considered for the FPRI, a cover letter must be submitted by the property owner/responsible party requesting that the site be entered into the Free Product Recovery Initiative. The cover letter should include monitoring well gauging data indicating the date of gauging and the depth to water and free product. Prior to initiation of free product recovery activities, a completed DEP site access agreement must be submitted by the property owner.
