The Florida Department of Environmental Protection announces a public meeting to which all persons are invited.

DATE AND TIME: April 23, 2026, 5-7 p.m. EDT

PLACE: Forest Capital Hall, 203 Forest Park Dr., Perry, Florida 32348

The Florida Department of Environmental Protection will hold a public meeting to provide an opportunity for the public to ask questions, offer input and obtain information about the industrial wastewater permit renewal application submitted by Foley Cellulose, LLC. for the continued operation of the facility's wastewater treatment system and groundwater monitoring of the site in Taylor County. While the former dissolving-grade Kraft pulp mill ceased manufacturing operations in 2024, the facility's associated wastewater treatment system remains operational. The draft permit would authorize the operation of the existing wastewater treatment system, which includes primary, secondary, and tertiary treatment, a non-potable water reuse system, and a stormwater collection and management system. Additionally, the draft permit would authorize the continued groundwater monitoring of the site. The facility is located at One Buckeye Drive, Perry, Florida 32348 (latitude 30° 4' 3" N, longitude 83° 31' 46" W) in Taylor County. The department has assigned permit file number FL0000876-IW1S-009-NR to this project. The public comment period will conclude on April 30, 2026. All comments received will be reviewed and considered before the department takes final action on the permit application.

Public participation is solicited without regard to race, color, religion, sex, pregnancy, national origin, age, handicap, or marital status. Persons who require special accommodations under the Americans with Disabilities Act (ADA) or persons who require translation services (free of charge) are asked to contact DEP's Limited English Proficiency Coordinator at 850-245-2118 or LEP@FloridaDEP.gov at least ten (10) days before the event.
