Transmission line and pipeline corridors are established during the certification process under either the Transmission Line Siting Act or the Natural Gas Transmission Pipeline Siting Act, the state’s centralized process for licensing transmission lines and natural gas pipelines.

The Power Plant Siting Act (PPSA), Sections 403.501-.518, Florida Statute (F.S.), is the state's centralized process for licensing large power plants. One license — a certification — replaces all local and state permits. Local governments and state agencies within whose jurisdiction the power plant is to be built participate in the process. Certification addresses permitting, land use and zoning, and property interests.

Under the Siting Acts, certification is the approval for building, operating and maintaining power plants, transmission lines and natural gas pipelines. Conditions of Certification are the licensing requirements for a specific facility.
The Florida Department of Environmental Protection oversees the permitting of major and minor sources of air pollution in Florida. Applications for air general permits, construction permits and operating permits are processed by the Division of Air Resource Management, DEP's six district offices and several local air programs.
