ERP Local Program Delegation

Section 373.441 of the Florida Statutes provides authority for the department and the water management districts to delegate all or a portion of the Environmental Resource Permit Program to local governments. To implement this statutory authority, the department adopted a rule, Chapter 62-344, Florida Administrative Code, to guide local governments in the application process, and the criteria that will be used to approve or deny a delegation request. Below is the status of various local government delegations.

Regional Offsite Mitigation Areas

Regional Offsite Mitigation Areas (ROMAs) are environmental enhancement projects conducted by the department, a water management district or a local government that serve as mitigation for multiple impact projects. Impact permit applicants pay money to the ROMA sponsor, and the collected funds are used toward the implementation of the larger mitigation project.

DEP has implemented a paperless permitting process that allows for the electronic submission of applications, forms, and requests for information, and, following permit issuance, the submission of required compliance forms. In order to complete the following DEP electronic forms, you must have Adobe Reader 8.0 or higher.
