 Florida Communities Trust (FCT) 

Florida Communities Trust (FCT) administers two competitive grant programs funded through the Florida Forever Program. The Parks and Open Space Program and Working Waterfronts Program provide state funds to local governments and nonprofit organizations for land acquisitions. FCT assists communities in protecting important natural resources, providing recreational opportunities and preserving Florida's traditional working waterfronts through the competitive criteria in the Parks and Open Space Florida Forever Grant Program and the Stan Mayfield Working Waterfronts Florida Forever Grant Program. These local land acquisition grant programs provide funding to local governments and eligible nonprofit organizations to acquire land for parks, open space, greenways and projects supporting Florida's seafood harvesting and aquaculture industries. The source of funding for Florida Communities Trust comes from Florida Forever proceeds.

- FCT Annual Report
- FCT Annual Revenue Reporting
Any revenue-generating activities conducted on the FCT sites need to be reviewed and approved by FCT staff prior to commencement of the activity. Any revenue collected by the Sponsor on the site should be used for the management of the project site. Any third party revenue also needs to be reported, and if appropriate, a qualified management contract should be executed between the Sponsor and the vendor.  Revenue must be tracked and reported annual.
∙ Revenue should be tracked beginning July 1st through June 30th. 
∙ Please submit FCT Annual Revenue Reporting no later than July 31st each year.
- FCT Annual Stewardship Reporting
Pursuant to Rule 62-815.013, F.A.C. (P-2000 Projects) or Rule 62-818.013, F.A.C. (Florida Forever Projects), Recipients of FCT funds must submit an annual stewardship report. The purpose of the stewardship report is to verify that FCT recipients are following conditions imposed at the time of award.
∙ Stewardship reporting periods are July 1st through June 30th.
∙ Please submit FCT Annual Stewardship Reporting no later than July 31st each year.

The Parks and Open Space Florida Forever grant program assists the Department of Environmental Protection in helping communities meet the challenges of growth, supporting viable community development and protecting natural resources and open space. The program receives 21 percent Florida Forever appropriation.

The creation of the Stan Mayfield Working Waterfronts Florida Forever grant program by the 2008 Florida Legislature acknowledges the importance of the traditional seafood harvesting and aquaculture industries in Florida. The program receives 2.5 percent of the total Florida Forever appropriation.

Florida Recreation Development Assistance Program (FRDAP) 

FRDAP is a competitive grant program that provides state funds for the acquisition or development of lands for public outdoor recreational use. All county governments and incorporated municipalities of the state of Florida and other legally constituted local governmental entities with the legal responsibility for the provision of outdoor recreational sites and facilities for the use and benefit of the general public.

Land and Water Conservation Fund (LWCF)

The Land and Recreation Grants staff administers grants to local governments through the Land and Water Conservation Fund (LWCF). The LWCF is a federal competitive program that provides grants for acquisition or development of land for public outdoor recreation. Eligible participants include all county governments, municipalities in Florida and other legally constituted local governmental entities with the responsibility for providing outdoor recreational sites and facilities for the general public. Matching Ratio: 50:50 
Maximum Grant Request: The maximum grant request may not exceed $400,000.00. An applicant's requested grant funds may be revised by the department due to the availability of program funds. Grant awards are contingent upon appropriation by the federal government. 
Duplicate Projects: Pursuant to subsection 62D-5.071(4), F.A.C., an applicant may not submit an application for a project site, including phased projects, if the applicant has an active grant agreement on that project site funded under Land and Water Conservation Fund, Recreational Trails Program or Florida Recreation Development Assistance Program.

Recreational Trails Program (RTP)

The RTP is a competitive grant program for projects that provide, renovate or maintain motorized and non-motorized recreational trails, trail heads and trailside facilities. The Recreational Trails Program is a federally funded competitive grant program that provides financial assistance to agencies of city, county, state or federal governments, and organizations, approved by the state, or state and federally recognized Indian tribal governments, for the development of recreational trails, trailheads and trailside facilities. The program has been shifted from the Office of Greenways and Trails to DEP's Land and Recreation Grants Section within the Division of State Lands.
