Mining and Mitigation Technical Support

The Mining and Mitigation Technical Support (MMTS) staff of the Engineering, Hydrology and Geology Program (EHGP) provides technical assistance to the Mining and Mitigation Program and other programs within the Division of Water Resource Management.   

Staff primarily review and evaluate Environmental Resource Permit (ERP) applications for mines and mitigation banks, and Conceptual Reclamation Plans for mines in compliance with Chapters 211, 373, 377 and 378, Florida Statutes. The following areas are considered:

  • Design, construction, maintenance and monitoring of stormwater management systems.
  • Engineering hydraulics and hydrology for site reclamation and mitigation (wetland creation, restoration, enhancement and preservation).
  • Optimization of clay settling area designs/locations, and waste clay and sand tailings disposals.

Additionally, staff provide other professional engineering, geotechnical, geologic and hydrologic services, such as expert testimony; compliance and enforcement technical assistance; process improvements for site assessment, reclamation and monitoring; and evaluation of other technical reports. 

These reports include waste disposal plans, as-built surveys and construction record drawings, drainage and hydroperiod analyses, hydrological modeling, stream reclamation analyses and water quantity/quality monitoring.
