Ethanol / Biodiesel Program

Pursuant to s. 376.3071(15), Florida Statutes (F.S.), a petroleum storage system owner or operator may request payment from the department for the repair or replacement of petroleum storage tanks, integral piping, or ancillary equipment that may have been damaged, or is subject to damage, by the storage of fuels blended with ethanol or biodiesel or for other preventive measures to ensure compatibility with ethanol or biodiesel.  

The following form is in two parts and has been developed for your convenience.

Both forms and accompanying documentation can be completed and electronically submitted to EthanolBioD_Program@FloridaDEP.gov, or can be mailed or hand-delivered to:

Pollutant Storage System Contractor (PSSC) Information

  • PSSCs are licensed through the Department of Business and Professional Regulation (DBPR). On the DBPR home page, choose Verify a License, then on Licensee Search choose Search by License Type. The License Category is "Construction Industry," and then you can search by "License Type" for Certified Pollutant Storage Contractor. You can search for an active PSSC by city or county. 

Applications will be processed on a first-come, first-served basis. Purchase orders will be issued for qualified projects (less a 25 percent deductible) until current fiscal year funds are exhausted.

The Department will provide purchase order agreements through My Florida Marketplace (MFMP). In order for the Department to process a purchase order, you will need to register as a vendor with MFMP.

Payments may not be made for the following per s. 376.3071(15)(g), F.S.:

  1. Proposal costs or costs related to preparation of the application and required documentation;
  2. Certified public accountant costs;
  3. Any costs excess of the amount approved by the department under paragraph (b) or which are not in substantial compliance with the purchase order;
  4. Costs associated with storage tanks, piping, or ancillary equipment that has previously been repaired or replaced for which costs have been paid under this section;
  5. Facilities that are not in compliance with department storage tank rules, until the noncompliance issues have been resolved; or
  6. Costs associated with damage to petroleum storage systems caused in whole or in part by causes other than the storage of fuels blended with ethanol or biodiesel.
