The DEP Southwest District regulates industrial wastewater facilities in Citrus, Hardee, Hernando, Hillsborough, Manatee, Pasco, Pinellas and Polk counties. The Hillsborough County Environmental Protection Commission permits industrial wastewater treatment facilities that do not discharge to surface water bodies.
With the exception of NPDES permit applications, applications may be submitted via email or in hard copy. Applications may be submitted via email in PDF format to SWD_WF_Permitting@dep.state.fl.us. Hard copy applications may be sent to the district office (a single set is sufficient; multiple copies are not needed). Application fee payments must be submitted to the district office or paid online via DEP Business Portal. Please contact the permitting team for fee information.

Permit Applications
The Southwest District office has created electronic mailboxes for submittal of reports in an electronic, PDF format. These mailboxes have been created to facilitate the submittal of reports electronically to a centralized location, eliminating the confusion of addressing these reports to individual staff members. The electronic mailbox for submitting Industrial Wastewater reports to the Southwest District is SWD_IW@FloridaDEP.gov.
