Beginning with the 2013 Annual Operating Report (AOR) and DEP Form 62-210.900(5), annual emissions fees collected by the Florida Department of Environmental Protection (DEP) from major sources of air pollution (Title V sources) are based on the actual amount of regulated air pollutants emitted.

Dry cleaners are facilities engaged in the cleaning of fabrics in a nonaqueous solvent by means of one or more washes in a solvent, extraction of excess solvent by spinning, and drying by tumbling in an airstream. Such facilities include dry to dry machines, filter and purification systems; emission control equipment; waste disposal systems; holding tanks; pumps and attendant piping and valves.

A number of industries use ethylene oxide as a sterilant for heat- or moisture-sensitive materials or as a fumigant to control microorganisms or insects. Ethylene oxide, which is considered an air toxic or hazardous pollutant, is released during these operations.
