Reuse feasibility studies are conducted in order to evaluate the capability of a domestic wastewater treatment plant to implement reuse. Rule 62-610.820, F.A.C., lists the rules and laws that require preparation of reuse feasibility studies as follows.
(a) Section 403.064, F.S., for domestic wastewater facilities located within, serving a population within, or discharging within designated Water Resource Caution Areas (WRCA).

Chapter 62-610, F.A.C. - This chapter is titled "Reuse of Reclaimed Water and Land Application." These rules govern reuse and land application in Florida. Rule 62-610.810, F.A.C., distinguishes reuse projects from effluent disposal.
The Florida APRICOT Act of 1994 was enacted as a result of Project APRICOT, which stands for A Prototype Realistic Innovative Community of Today. Project APRICOT, developed in the late 1980s, made it possible for the city of Altamonte Springs to fund and integrate reuse into its water resource management landscape.
Two provisions of this act were significant to Florida’s Water Reuse Program.
