Application Review and Approval Process

The Bureau of Public Land Administration manages the application process and coordinates review and approval with the Office of Environmental Services and the ARC. For more information you may visit the Bureau of Public Land Administration page or call the Division of State Lands at 850-245-2555. 

Negative Response Requests

Incompatible use requests are posted for a two-week review period, except for State or Federal holidays. At the request of three or more ARC members, items on negative response may be placed on the next ARC agenda for review. Absent this request, the items are approved by delegated authority to the Division of State Lands.

Items Under Review:

Windstream Florida Utility Easement: Nature Coast State Trail (Trustees' Lease No. 4193)

Windstream Florida, LLC, has requested a 0.06-acre easement across two portions of the Nature Coast State Trail to install fiber optic cables. The below link contains the request description as well as location maps and agency concurrence letters:

The Division of State Lands will issue the easement to the applicant unless three or more Acquisition and Restoration Council members request the Division place the item on a future Council meeting agenda. The deadline for Council members to make this request is October 1, 2026. Gainesville Regional Utilities Easement: Gainesville to Hawthorne Connector Trail (Trustees' Lease No. 4749)

Gainesville Regional Utilities has requested a 0.095-acre easement on a portion of the Gainesville to Hawthorne Connector Trail to install underground utilities. The below link contains the request description as well as location maps and agency concurrence letters:
