National Environmental Policy Act

The National Environmental Policy Act (NEPA) requires all Federal agencies to consider the effects of their projects and programs on the environment. NEPA requires federal agencies, in cooperation with state and local governments, to address the environmental impacts of a federal action prior to making decisions or funding.

Commencement

The Commencement Checklist, referred to as OGT-10, outlines required commencement documentation for RTP development projects. Since the establishment of 62S-2, F.A.C. in 1999, the RTP has revised programmatic requirements for both FHWA and DEP, resulting in creation of a Revised Commencement Checklist.  Commencement documentation is due 12 months after execution of the grant agreement and must be reviewed and approved by the Department prior to the issuance of a Notice to Proceed. 

Project Completion

OGT-13, the Completion Checklist, outlines required documentation for RTP projects. Since the establishment of 62S-2, F.A.C. in 1999, the RTP has revised programmatic requirements for both FHWA and DEP, resulting in creation of a Revised Completion Checklist.  All project elements must be developed 60 calendar days prior to the expiration date of the grant agreement. Any expenses that are incurred after this date are ineligible for reimbursement. 

Reimbursement Requests

A reimbursement request may be placed for allowable expenses pursuant to the project agreement upon the successful completion of construction. Reimbursement may not exceed the grant award amount. Payment(s) will not be made for unsatisfactory or incomplete work. Furthermore, if the project is not complete by the project completion date, the Department will not reimburse grantees, in whole or part, for any expenses incurred. A final payment request should be submitted to the Department no later than 60 days following the expiration date of the Agreement to ensure availability of funds for payment.
