Florida Change Factor Dataset 1.0 is hereby certified on 03/06/2026 by Dr. Mark Rains, Chief Science Officer for the State of Florida, in consultation with Mr. Eddy Bouza, Chief Resilience Officer for the State of Florida, as representing the best available data to apply to existing depth-duration-frequency curves to estimate future changes in rainfall across the State of Florida as set forth in section 380.093, Florida Statutes (2024), using the standards set forth therein.
