North Florida Water Management District - Priority Critical Infrastructure

In accordance with Chapter 2025-190, Laws of Florida, the Department of Environmental Protection has worked with each Water Management District to create a Flood Inventory and Restoration Report and data repository. The repository contains datasets with priority infrastructure needs within each Water Management District that may result in flooding or property damage or threaten human health if left unaddressed. The datasets were generated by extracting the “Critical Infrastructure” Asset class from the Comprehensive Statewide Flood Vulnerability and Sea Level Rise Assessment (SVA), and sorting by Water Management District. Each district was then asked to populate the dataset with their known information.

The datasets identify locations that have both historic flooding occurrences based on flood zones identified by the Federal Emergency Management Agency (FEMA), and the potential to flood from future significant storm events, such as hurricanes and tropical storms, utilizing assessment results from the SVA. Detailed Exposure and Sensitivity results and methodology of the SVA are available upon request.  

For each location identified, an inspection and maintenance schedule and specific information on the age of the infrastructure, upstream impacts, and other factors that might lead to failure if unaddressed were provided, where available. 

Lastly, the Department assigned a priority score to each location identified utilizing the assessment results which indicate the facilities which are prioritized for funding to address flooding issues. The priority score is the sum of a one-, two-, or three-point value assigned to the result in each of the 21 scenarios assessed as low, medium, and high, respectively.
