The Southeast District’s Permitting Program works to ensure the protection of the environment and human health while providing the public with fair, consistent and timely customer service.
Our Permitting Program does this by:
Providing highly technical support to our customers.
Participating in outreach events.
Encouraging pre-application meetings.
Ensuring permit quality and customer satisfaction.
Identifying and eliminating unnecessary and/or duplicative permitting requirements.
Managing data quality and validation for use by internal and external customers.
*Parties interested in requesting a Pre-Application Meeting should submit their requests through the District's online portal here. At this time, all Pre-Application Meetings will be conducted virtually via Microsoft Teams.
Issuing Domestic and Industrial Wastewater, Underground Injection Control, Drinking Water, Air, and Environmental Resource Permits. Solid Waste permitting is handled by the Northeast District office.
Executing sovereign submerged lands authorizations in coordination with State Lands.
Preparing items for consideration by the Board of Trustees.
Performing wetland verifications.
Implementing State Programmatic General Permits (SPGP) on behalf of Army Corps of Engineers.
Overseeing waste cleanup sites including petroleum/storage tanks.
Assisting communities and land owners with Brownfield designations and redevelopment.
Reviewing groundwater monitoring plans and groundwater monitoring reports.
The Waste Cleanup/Brownfields Program focuses on cleaning up sites with contaminated groundwater, soil and/or surface water. Most of the sites were contaminated prior to the enactment of environmental regulations or the source of contamination is unknown. The program deals with a wide variety of contaminants, but the predominant contaminants are solvents from drycleaners, paint manufacturers and industrial degreasing operations; pesticides from old manufacturing facilities, pesticide mixing areas and golf courses; fertilizer from manufacturing facilities or accidental spills; coal tar from old manufactured gas plants; metals from plating industries; and an assortment of contaminants including methane from old landfills. The program also works with junk yards, auto shredding operations, old lead battery waste, buried drums, etc. Typically with Waste Cleanup sites, the agency corresponds with the person(s) responsible for the contamination. However, in the Brownfields Program, the agency may work with someone other than the responsible entity who wishes to redevelop the site to reuse it for the good of the community, such as a developer, investor, local government, etc.
