How do I apply for my PIN?

First-time users can register at the DEP Business Portal. Once on the welcome screen, please select the Submit icon and then the PIN Application. There is also a guidance document available.

Note: New users must complete this form by signing it and having it notarized. Once the form is received and processed by DEP, a PIN number will be generated and sent to the email address listed within 24 to 48 hours.

What happened to my old PIN?

Your old PIN is now invalid as the old iNOI system is no longer operational. Please refer to the first question on how to obtain a new PIN.

Why I am having difficulty with my map not loading?

For those using Internet Explorer 9 (IE9) or higher, please click on the compatibility icon from the toolbar, located to the right of the IE address line, and the map will display. It is referred to as Compatibility View. This will need to be done only once for the site as IE9 will automatically show it in Compatibility View every time it is accessed.

What do I do if my PIN is invalid?

If you receive an error message when using your PIN, please contact the DEP Service Desk at 850-245-7555 or ServiceDesk@dep.state.fl.us

How do I apply for a NPDES permit using the new portal?

For new coverage, you will need to select the Apply icon, then the Discharge icon, and finally the NPDES Notice of Intent icon.

I am still unable to locate the NPDES Notice of Intent (NOI).

Please use the “Search the Site” engine by using applicable words such as “stormwater” or “permit.”

How do I renew my expired or expiring permit?

First select the Submit icon, then the Renewal icon and finally the NPDES Notice of Intent icon.

Will the system save my information?

Yes. If you are unable to complete your application, the system will save your information at your last point.

Note: “If you are not logged on please do so.” From the welcome screen, click on the Continue icon and then the An Incomplete Self Service Authorization icon, then click Work-In-Progress click Interactive Notice of Intent to continue.

What forms of payment are accepted by ESSA?

The Business Portal allows applicants to pay application fees using Visa/Master Card or by personal/business checks.

When is my permit coverage effective?

Permit coverage is effective two days after the submittal of a complete Notice of Intent and the appropriate application fee.

How can I updated my permit information?

Please submit an updated NOI to the Notices Center by fax at 850-245-7524 or by mail to:

Ensure that your updated NOI clearly indicates your Facility ID (FLR) and says UPDATE so that it is not processed as an early renewal.
