The Florida Waste Tire Management Program includes a regulatory program that addresses how waste tires can be transported, stored, processed, disposed of or beneficially used, and an abatement program that assists in cleaning up illegal waste tire piles. The program also includes a grant that distributes funding to small counties with a population less than 100,000 to assist with local waste tire management efforts. In addition, Florida publishes a State of the State Report that summarizes the program’s progress.
A pesticide is any substance or mixture of substances to prevent, destroy, repel or mitigate any pest. Pests can be insects, mice and other animals, weeds, fungi, or microorganisms like bacteria and viruses. Pesticides include herbicides, fungicides and various other substances used to control pests. EPA has a pesticide website, https://www.epa.gov/pesticides, that defines pesticides in more detail.
The Facilities Subsection provides technical assistance to the district offices concerning permitting, compliance and enforcement activities associated with landfills, construction & demolition debris facilities, transfer stations and other solid waste management facilities. Included in these duties are rule making, policy development and data management efforts to maintain current inventories of solid waste management facilities.
The Resource Conservation and Recovery Act (RCRA) requires the EPA to develop a program for hazardous waste generators to report the nature, quantities, and disposition of hazardous waste generated at least once every two years. In addition, RCRA requires treatment, storage, and disposal facilities (TSDFs) to submit a report on the wastes that they received from off-site. The Biennial Hazardous Waste Report, also known as the "Biennial Report", was implemented in 1985 to comply with these requirements.
The Solid Waste Section is responsible for rule development, solid waste policy, financial assurance compliance, and implementing Florida’s solid waste management program. Technical assistance is provided to the district offices concerning the permitting, compliance and enforcement activities associated with solid waste facilities. These facilities can include landfills, material recovery facilities, transfer stations, composting/processing facilities and waste tire management sites.

Anyone in the process of treating, storing, or disposing of hazardous waste in the state of Florida must have a permit.
