Proposed Revision to Florida’s 111(d) State Plan for Commercial Industrial Solid Waste Incinerators (CISWI)
On May 31, 2017, the Florida Department of Environmental Protection (DEP) submitted, to the U. S. Environmental Protection Agency (EPA), a proposed revision to Florida's previously-submitted CISWI State Plan. Florida's CISWI State Plan was submitted to EPA on February 6, 2014, as required by Section 111(d) of the federal Clean Air Act, and is still awaiting EPA approval. The May 31, 2017, submission includes EPA’s June 23, 2016, revisions to the model CISWI rules contained in 40 C.F.R. 60, Subpart DDDD and, pursuant to DEP’s authority under 40 C.F.R. 60.2515(b), includes a revision to provide for an equivalent production-based mercury emission limit for incinerators in the waste-burning kiln subcategory.
