These emissions estimators should only be used as a last resort. The owner or operator of an air emissions unit shall use, on a pollutant-specific basis, the most accurate of the approaches set forth in rule paragraph 62-210.370(2)(a), F.A.C., to compute the emissions of a pollutant from an emissions unit.
