Application Review and Approval Process

The Bureau of Public Land Administration manages the application process and coordinates review and approval with the Office of Environmental Services and the ARC. For more information you may visit the Bureau of Public Land Administration page or call the Division of State Lands at 850-245-2555. 

Negative Response Requests

Incompatible use requests are posted for a two-week review period, except for State or Federal holidays. At the request of three or more ARC members, items on negative response may be placed on the next ARC agenda for review. Absent this request, the items are approved by delegated authority to the Division of State Lands.

Items Under Review:

City of Tallahassee Utility Easement: Tallahassee-St. Marks Historic Railroad State Trail

The City of Tallahassee is requesting a 0.034-acre utility easement across a portion of the Tallahassee-St. Marks Historic Railroad State Trail (Trustees Lease No. 4015). The City requires the easement as part of a larger sanitary sewer upgrade project in southern Leon County and will install required pipes via directional drilling with minimum Trail impact. The Division of State Lands will issue the easement unless three ARC members request the Division place the item on a future Council meeting agenda. The deadline for ARC members to make this request is August 21, 2025.
