The Phosphate Management Program implements industrial wastewater permitting, compliance, and enforcement activities for the phosphate industry. The program regulates the design, construction, operation and maintenance of phosphogypsum stack systems, the wastewater systems associated with the chemical plants that process phosphate ore into fertilizer products. The goal of the program is to ensure the proper closure and long-term monitoring and maintenance of those systems which have shut down, or which are otherwise required by rule to be closed. The Phosphate Management Program issues permits for discharge to surface waters under the National Pollutant Discharge Elimination System (NPDES), as authorized by the USEPA.

The program also administers financial responsibility requirements designed to guarantee that owners/operators have the financial ability to properly close and manage the phosphogypsum stack systems.

Phosphate Management Rules and Permit Application Forms

The Phosphate Management Program operates under Chapter 62-520, 62-671, 62-672, 62-673, Florida Administrative Code (F.A.C.), and Chapter 403, Florida Statutes (F.S.). NPDES permit application forms can be found at the Industrial Wastewater forms page. Fees for NPDES permits are found in Chapter 62-4, F.A.C.

Please note that Forms 62-673.900(1), (2), (3), (4)(a), (b), (c), (d), (e), (f), (g), (h), (i), and (j) cannot be submitted electronically by facilities that discharge to surface waters under the National Pollutant Discharge Elimination System (NPDES).

An electronic copy will constitute the multiple copies that are required by Forms 62-673.900(1) and (3), F.A.C., therefore there is no need to submit multiple hard copies.
