Mining operations are subject to Environmental Resource Permitting (ERP) requirements unless they are specifically grandfathered. Projects associated with mining operations for phosphate or fuller’s earth that are located on land that was included in a conceptual reclamation plan or modification submitted prior to July 1, 1996, are grandfathered from the ERP rules pursuant to Section 373.414(15), Florida Statutes.
The Mining and Mitigation Program administers reclamation and environmental resource/stormwater management permit programs for mining operations in Florida, including peat.
There are two active and two inactive heavy minerals mines in Florida. The heavy minerals mines are between approximately 5,000 and 10,000 acres in size.
There are 10 fuller’s earth mines in Florida. The fuller’s earth mines in Florida range from approximately 100-200 acres in size. The Florida Mine Safety Program is operated by the Florida Public Safety Institute at Tallahassee Community College. It provides federally-mandated MSHA safety and health training throughout the state, as requested by mine operators and mining contractors.
