Solid Waste County Agreements

Several counties have agreements with DEP that are associated with financial assurance. In all cases, financial assurance mechanisms are held and reviewed by DEP staff in Tallahassee. Three counties (Orange, Escambia and Santa Rosa) have interagency agreements with DEP that allow for separate county cost estimates to be covered by the financial assurance mechanisms held by DEP. Three counties (Broward, Miami-Dade and Palm Beach) are delegated to provide permitting and other services for DEP; this includes reviewing and approving closure cost estimates.

Interagency or Interlocal Agreement Counties

These agreements allow for separate county cost estimates to be submitted to the county and the financial assurance mechanism must cover the higher of the county and DEP estimates. Original-signature financial assurance documents must be submitted to DEP (address below) on the DEP form. Each instrument submittal (specifically, original bond and letter of credit) needs to include a completed interagency/interlocal agreement form. (In addition, please send a copy of all cost estimates to DEP.)

Delegated Counties

Broward, Miami-Dade and Palm Beach counties have permitting/licensing offices that are delegated to issue DEP permits, etc. Contact the following offices for permit-related questions and questions concerning cost estimates and estimate approvals.
